The dangers of entering ruins

As I said, kerrypolka and I have been learning Talmud together. I thought this section was screaming out of a Venn Diagram and was surprised I couldn't find one when I Goggled, so I made it myself.

That's brilliant! One query: what on earth is a "new structurally sound ruin"? Surely if it's both new and structurally sound, it's not going to be a ruin, is it? Unless we count follies, but I don't think they had them in Talmudic times...

I thought it meant "newly abandoned," i.e. guaranteed deserted, but not in imminent danger of collapse.

We found that concept odd too and our first thoughts were 17th century follies but Jen's answer seems a lot more plausible.
